Backing up user accounts

I'm looking to rebuild a baremetal eve-ng install, currently running 2.0.6-52, upgrading to 3.0.1-16. I've tried the upgrade method but too many things are failing, /boot is constantly full, not sure on the full history of this server so thinking clean install is best. I've backed up the /opt/unetlab/labs /tmp and /addons folders but what about user accounts? This is a Pro licensed server with lots of user accounts created. Are they restored by copying back those 3 folders, do I need to backup something else or is there no way to backup the user accounts and they'll need to be recreated after install? Tried searching around the forum and Google but couldn't find anything about this topic.
